Roberto Muñiz

President and CEO

Roberto Muñiz is the President and CEO of Parker Health Group, Inc., a not-for-profit, best-in-class health care and aging services organization based in New Jersey.

As Parker’s President and CEO for nearly 25 years, Roberto has grown the organization from two small nursing homes to five communities with a full continuum of care that is provided for residents and patients, as well as for thousands of seniors aging at home across Central New Jersey.

Roberto believes there is no greater service than to provide care for those who have helped shape the world we live in. He has consistently proven himself to be a strong advocate for innovation and improvement in aging care and services. He has upheld and advanced the long-standing tradition of offering superlative, personalized and quality health care services to improve the quality of life for older adults. He has also been a prominent leader in helping to change the national conversation around aging in America. “Making Aging Part of Life”, which is Parker’s vision, is his passion. Roberto is dedicated to taking a stand against ageism and discovering the beauty in every stage of life.

Among the many boards that Roberto has served and continues to serve in our industry, he is a member of the Board of Directors of the Global Ageing Network, is a member of and immediate past Chairman of the Board for New Brunswick Tomorrow, and is a founding member of the Life Enrichment Aging Project Professionals (LEAPP), a coalition of experienced professionals consulting with public and private organizations to create communities that support aging in place. Most recently, Roberto was appointed Chair-Elect for LeadingAge, the national organization representing more than 5,000 providers of aging services.

Roberto is a Fellow and former Board member of the American College of Health Care Administrators, has served as past Chairman of the Board of Trustees of the New Jersey Foundation for Aging, and is a Board member for the New Jersey Commission on Aging, the New Jersey Advisory Council on Elder Care, and the Governor’s Transition Policy Group on Health and Senior Issues.

Roberto is the recipient of several honors and awards, including the Excellence in Leadership Award by LeadingAge New Jersey, the Distinguished Service Award by the American College of Health Care Administrators for his leadership within the profession of long-term care administration, the Distinguished Citizen Award for Outstanding Contribution to the Community by the Boy Scouts of America, and the Leaders of Tomorrow Award by Long-Term Living Magazine.

In 2012, Roberto was appointed adjunct instructor of the Department of Family Medicine at Rutgers Robert Wood Johnson Medical School. Currently, Roberto is a Senior Health Fellow & Instructor at the Edward J. Bloustein School of Public Planning and Public Policy at Rutgers University. Teaching at Rutgers has been one of the most rewarding experiences of his career. Roberto hopes the knowledge his students receive in his class will inspire more of them to choose career paths in health care, particularly in long-term care and aging services.

Beth Sparling

Chief Operating Officer

As Chief Operating Officer, Elizabeth (Beth) Sparling holds the pivotal responsibility of overseeing the operations of all our residential communities, as well as our home and community-based services at Parker. Beth is a visionary leader in the field of aging services, with a distinctive focus on multi-site leadership, the growth and development of programs, and delivering exceptional quality of life for seniors.

Since joining Parker in 2018, Beth’s impact has been nothing short of remarkable. Among her many accomplishments, she has spearheaded the growth of Parker’s Home and Community-Based Services and launched a new Outpatient Rehab program. Beth also expanded Parker’s Adult Day Center program to three locations, and championed the addition of a second Child Development Center for intergenerational programming.

Perhaps her crowning achievement to date has been leading the construction of a 78,000 square foot, state-of-the-art expansion and complete renovation of Parker at Somerset, our 120-bed skilled nursing and post-acute rehabilitation community. With the completion of this mammoth project under her belt, Beth continues to lead Parker’s strategic master planning and development efforts.

Prior to joining Parker, Beth spent 20 years managing the business operations of large, multi-site nonprofit organizations, skillfully guiding them through acquisitions, integrations of new businesses, and overseeing substantial construction projects.

Beth is a licensed nursing home administrator (LNHA), a certified assisted living administrator (CALA), and a certified dementia care professional (CDCP). She received her degree in Human Services with a concentration in Gerontology from Elon University. Combined with her early hands-on career as a social worker, Beth has a wealth of experience and perspective engaging with seniors and their families.

Beth is also a member of the Board of Trustees for LeadingAge New Jersey & Delaware. With a passion for people and an unwavering commitment to excellence, Beth’s influence will undoubtedly continue to shape the future of senior care in New Jersey for many years to come.

Beyond her professional work, Beth enjoys travel, the great outdoors, and cherishing every moment with her family.

Donna Silbert

Chief Strategy Officer

Donna joined Parker in 2013. She is responsible for leading and implementing Parker’s system-wide strategic growth plan.

Donna Silbert is the Chief Strategy Officer for Parker.  She is responsible for leading and implementing Parker’s system-wide strategic growth plan and aligning the organization’s strategic imperative planning, market analysis, resource planning, team structures, and business and capital planning. She also identifies, develops and integrates potential acquisitions, partnerships, and new business opportunities into Parker. Donna will move strategic initiatives from ideation to implementation within a complex and growing aging services system.

Ms. Silbert joined Parker in 2013, bringing more than 25 years of senior leadership experience with large enterprise companies. Before joining Parker, she served as Senior Vice President of Product Management for Built NY, where she was responsible for end-to-end product management, including strategic product planning, product development, production management and quality control. Her prior job experiences include strategic planning, business development and leading large marketing and product management teams for companies in the consumer goods and technology fields.

Ms. Silbert received her bachelor’s degree in business administration from the William Paterson University, and resides in Rockaway, New Jersey.

Jean Rebele

Chief Administration and Talent Officer

Jean Rebele joined Parker in 2017 as Chief Administration and Talent Officer with over 25 years of experience in the practice of human resources and talent management. In her role, Jean oversees the Human Resources and Talent functions of all Parker lines of business. Prior to joining Parker, Jean was Director of Organization Development at RWJBarnabas Health, where she developed and implemented their executive development program. Previously, she was Director of Global Leadership and Professional Development with Bristol-Myers Squibb and was responsible for the design, development, and implementation of all staff, management, and executive development initiatives for the global enterprise. Jean’s career spans the healthcare, insurance, financial services, and biopharmaceutical industries, having worked in staff and leadership roles at New York-Presbyterian, American International Group (AIG), and Morgan Stanley.

Jean received a Bachelor of Arts Degree in Communications Studies and Writing from SUNY Oswego and a Master of Science Degree in Human Resources Education from Fordham University.

Nick Carr

Chief Financial Officer

Nick joined Parker in 2019 as the Director of Finance and was promoted to Chief Financial Officer in 2024. As CFO, he serves as a strategic and financial advisor to the Executive Leadership Team, evaluating and developing financial plans and models and contributing to the organization’s strategic direction. Nick oversees Parker’s fiscal and financial functions in collaboration with the Board of Trustees and the Finance and Investment Committees.

Before his tenure at Parker, Nick was the VP of Finance for a start-up telehealth organization, where he established the finance department and developed vital policies, procedures, and strategic financial plans. He also held significant finance roles at VillageCare, focusing on financial planning and reporting.

Nick holds a bachelor’s in accounting from Hofstra University and is a LeadingAge Leadership Academy Fellow.

Mary Jo Vetter

Chief Clinical Officer

Mary Jo Vetter, DNP, RN, AGPCNP-BC, is the Chief Clinical Officer responsible for overseeing the development of programs and solutions that enable clinical excellence and positively impact the quality of care at Parker Health Group.  She leads an enterprise-wide team of clinical subject matter experts who work closely with clinical leaders from across the organization to ensure evidence-based clinical practice and policies that meet regulatory requirements while simultaneously maintaining a person-centered approach to care that emphasizes family and caregiver support.

Mary Jo has extensive experience in aging services across the continuum of care and has led the creation and operationalization of new, evidence-based models of care provided by interprofessional teams.  As an innovator in geriatric care, she specializes in virtual and technology-enhanced care, integrated medical and behavioral health care, transitional care, and palliative / hospice care. She has functioned as an executive leader and clinician, providing advanced practice nursing and care management in home and community-based primary health care, long-term care, and ambulatory settings.

Before joining Parker, Mary Jo was a Clinical Associate Professor and Director of the Doctor of Nursing Practice Program at the New York University, Meyers College of Nursing, with a joint appointment at NYU Langone Health in the Center for Innovation and Advancement of Care. Her past leadership positions include Vice President of Clinical Development and Director of Education at the Center of Excellence at VNS Health in New York City.  She has published and presented nationally and internationally on evidence-based quality improvement and translation science, clinical geriatric issues, and interprofessional workforce development.  Mary Jo is an enthusiastic advocate for academic practice partnerships to enable reciprocal learning to improve individual and system healthcare outcomes.  She is a certified adult and geriatric primary care nurse practitioner, a Fellow of the American Association of Nurse Practitioners and the New York Academy of Medicine, and actively participates in many professional organizations.

Rob Mosquera

Chief Information and Innovation Officer

In this role, Rob leads the development and execution of IT strategies and innovative solutions across Parker’s continuum of services. His focus is on integrating technology to ensure compliance, enhance operational efficiency, and improve care delivery.

A champion of innovation, Rob explores emerging technologies including artificial intelligence and the Internet of Things to optimize care models, streamline operations, and enrich the resident experience. He also oversees Parker’s cybersecurity strategy, ensuring compliance with HIPAA and HITECH regulations while proactively addressing risks through ongoing assessments and response planning.

Prior to joining Parker, Rob served as Chief Information Officer at Softheon in Stony Brook, NY. There, he led the transformation of IT and cybersecurity operations, strengthening platform security, mitigating risks, and improving customer satisfaction. He also enhanced the scalability and reliability of their SaaS platform in hybrid cloud environments.

Rob is known for his ability to lead high-performing teams, implement forward-thinking solutions, and drive operational excellence, consistently delivering impactful results for the organizations he supports.
